中文摘要:       从20世纪70年代开始,可持续发展的思想逐渐形成。在可持续理念的引导下,各种理论和指标应运而生,如产业生态、生态效率、生态设计、X倍数革命、生态现代化等,其中生态效率被认为是一种朝着可持续迈进的合理途径。 生态效率从‘经济(economic)’和‘生态(ecological)’两个维度来衡量产品、工艺、企业、组织、系统的投入和产出,具有便于理解和沟通、扩展性好的优势,是定量分析系统可持续发展的有利工具,必将为可持续发展的定量测度、分析、研究提供重要支持。本文在复合生态系统理论的指导下,着重研究了不同尺度产业生态系统生态效率的核算方法、评价模型及其应用,主要包括: 论文考察了区域产业系统基于产业间的关联关系,由于多地区投入产出模型刻画了区域内部及之间的所有商品链,因此能够追踪附着在商品贸易中的环境影响在地区间的转移。在此基础上,创新的提出了基于多地区投入产出模型的生态因子(以能源为例)直接、间接生态效率指标体系及其核算方法,并对国内部分和国外部分进行了区分。结果表明,基于多地区投入产出模型的生态效率核算方法,能够解析出环境影响、能源消费发生在何地,结果不仅包含8大区域17个行业能源效率的量,还给出了其在8大区域17个行业的空间分布。这种空间分布和转移信息对制定统一而又有所区别的区域政策很有帮助。 论文在前人研究的基础上,以数据包络分析模型为基础,基于将污染物作为非期望输出的考量,建立了城市这类多投入、多产出系统的生态效率评价模型和生态效率序排序模型。通过对省会城市产业系统的分析表明,该模型很好的反映了城市产业系统间的现实差异。对于所比较的30个城市产业系统,50%以上是相对生态有效的,相对生态无效的城市主要集中在经济欠发达的西南及西北区域;而通过排序分析,海口、福州、北京分列前三位,银川、兰州、贵阳分列后三位;进一步考察模型的投入产出变量,发现现有的城市产业系统还有很大的减量和减排空间。 论文还对城市产业系统生态效率研究过程当中的产出指标进行了探讨,并将生态服务价值量的概念融合到生态效率的评估模型。通过对常州产业系统25年(1986-2011)的生态效率分析,我们得到如下结论:25年来常州的整体生态效率得到了提升,其中环境效率的增加是常州生态效率提升的主要贡献源;常州的发展虽然在某种程度上实现了同资源和环境的“解耦”,但是对于能源的依赖程度较高,能源将成为制约常州产业系统可持续发展的关键因子。 此外,论文还就国家级经济技术开发区及其所在城市的生态效率进行了探讨,并根据园区空间扩张的发展模式,创新的提出了园区扩张过程当中的复合生态管理模式,通过管理策略、观念、技术、工程的系统更新,将为土地管理提供新的范式。 总之,通过对不同区域产业系统的剖析,根据其自身特点、数据可得性建立的生态效率模型,能够为区域产业可持续发展提供方法支持,研究结果将为区域产业可持续发展提供理论依据,并为制定政策建议作支撑。
英文摘要:
      The idea of sustainable development has been gradually established since 1970s. A variety of theories and indicators have been proposed under the guidance of the concept of sustainable development, like industrial ecology, eco-efficiency, eco-design, the revolution of ‘X’. Among them, eco-efficiency has been recognized as a route to promote a transformation towards sustainability. The essence of ‘efficiency’ is the ratio of system’s outputs and inputs. While the prefix of ‘eco-efficiency’ is ‘eco’, which stands for both ‘economic’ and ‘ecological’ dimensions and can be used for systems like product, technology, enterprise, organization, country. Eco-efficiency is a useful tool for quantitative analysis of the system sustainability that it is easy to understand and communicate, open and expansibility. Eco-efficiency will provide good support for measuring, analysis and research work in sustainable development. Under the guidance of social-economic-natural complex ecosystem, this article mainly takes researches of measuring method and assessment model in industrial systems from different scale. First, the relationship between regional industrial systems based on industry linkages had been studied. Multiple regional input-output model describes all the goods within industry chains, so it can tracking the environment impact which attached to commercial trades among regions. In our research, under the assumption that the industry sectors are the same both in and abroad China, a modified multiple regional input-output model was illustrated to study the direct and indirect energy eco-efficiency. The results show that: the inter-regional transfer of energy and environmental impacts can be accounted and located according to the indirect energy eco-efficiency analysis in 8 regions and 17 sectors; the friendly relationship between regions can be judged. All of the accountings are useful for macro decision-making. Then, based on the consideration of treating environmental impacts as undesirable outputs, an eco-efficiency assessment data envelopment analysis model and a super data envelopment analysis model was established. When making a case study of Chinese provincial capital cities, the results show that: more than half of the cities were relatively eco-efficient, the relatively in-efficient cities mainly located in the southwest and northwest of China which is the developing areas. According to the benchmark and sequence analysis, Haikou, Fuzhou, Beijing was the top three while Yinchuan, Lanzhou, Guiyang was the last three. When make a further exploration of the variables of the input indicators, there exist a large space for the reduction of the total input indicators. What’s more, an eco-efficiency framework for city time series accounting was established when coalescing the ecological services and eco-efficiency together. When taking Changzhou as a case study, the 25 years (1986-2011) eco-efficiency was measured, the results show that: the eco-efficiency of Changzhou had been promoted a lot, and the environmental efficiency played a dominant role in accordance with the contribute rate; when making a further explore of the resource efficiency, we have found that the energy efficiency increase slightly and had a sharp drop in 2011, all of these demonstrated that the energy efficiency was the key elements to Changzhou sustainable development. Finally, the eco-efficiency between the National Economic and Technological Development Zone (NETDZ) and the city area which they located had been calculated, the interaction between the two subjects had been discussed, and a land conjugated ecological management based on the ecological service has been proposed. It will provide a new model for land management by the innovation of management strategy, technology and engineering.
